There are 13 Royal Arms not tombs in total, and yes you can skip some of them. I was wondering where I would find the other two, or if I will just come across them as a part of the main storyline. You noted at the top that there are 13 royal tombs in which you get the royal arms, but there are only 11 listed in your guide.
